The Opportunity

Girl Scouts Nation’s Capital (GSCNC), the largest council within the GSUSA movement, is experiencing significant growth and momentum. Under CEO Kim R. Ford, GSCNC is building a dynamic Executive Leadership Team and implementing its FY2026-FY2030 strategic plan, “(S)heroes of the Movement.”

GSCNC seeks a Chief Financial and Administrative Officer (CFAO) to serve as a strategic partner to the CEO and a core member of the executive leadership team. The CFAO will safeguard financial health and drive operational excellence across finance, information technology, risk management, business operations, and facilities, including offices, camps, and other properties.

This is an opportunity for a finance and operations leader seeking a broader mandate than the balance sheet. The CFAO will build the infrastructure required to execute GSCNC’s strategy, oversee investment in new programs, modernize enterprise systems, and strengthen organizational operations.

The Organization

GSCNC serves more than 76,000 youth and volunteers across 25 counties in Maryland, Virginia, and West Virginia, and the entire District of Columbia. The council has a $26 million annual budget, $57 million in net assets, and 130 full-time employees.

Through The Promise Fund, GSCNC provides $300K to more than $900K annually to ensure every Girl Scout can participate in programming without limitation.

In 2026, GSCNC hosted the GSUSA National Convention, welcoming 10,000 Girl Scouts and their families from more than 111 councils nationwide to the GSCNC footprint.

The Strategic Plan: (S)heroes of the Movement

GSCNC’s FY2026-FY2030 strategic plan aims to boldly transform the council into one that sets the standard for the Movement. Its three priorities are to elevate the Girl Scout experience; position Girl Scouts as a lifelong leadership pipeline and sisterhood network; and future-proof the organization through data-driven strategy, diversified revenue, and investment in people and culture.

The CFAO will play a central role in building the financial capacity, systems, controls, and operational discipline required to achieve these goals.

The Mandate

The CFAO is responsible for GSCNC’s financial health and operational excellence and will partner closely with the CEO, Executive Team, and Board. The role will modernize and integrate finance, IT, and operations while strengthening cross-functional collaboration.

The CFAO’s key areas of focus are:

Financial Leadership

  • Lead budgeting, forecasting, reporting, investments, tax filings, and audits.
  • Develop long-term financial strategies supporting sustainability and mission-aligned growth.
  • Ensure compliance with nonprofit finance regulations and best practices.
  • Partner with the Governance & Audit and Investment Committees and Board Treasurer.

Administrative and Operations Oversight

  • Lead business operations, information technology, and facilities.
  • Ensure systems and policies are efficient, inclusive, and mission-aligned.
  • Oversee enterprise risk assessment and insurance.
  • Lead stewardship of GSCNC’s properties, including camps and facilities.

Strategic Partnership and Leadership

  • Partner with the CEO and Executive Team to advance strategy.
  • Advise on resource allocation, growth, and operational efficiency.
  • Drive cross-functional alignment.
  • Anticipate emerging risks and opportunities.
  • Support Board committees and strong governance.

The Candidate

The ideal CFAO combines deep financial expertise with the ability to serve as a strategic, collaborative organizational partner.

Candidates should bring at least ten years of progressive leadership experience in finance and administration/operations, ideally in a nonprofit setting, and a bachelor’s degree in accounting, finance, business administration, or a related field. An MBA or CPA is strongly preferred.

The successful candidate will have experience leading multidisciplinary teams across finance, operations, and IT; developing high-performing teams; and applying strong business judgment to revenue strategy, growth, and cost-effectiveness. Knowledge of FASB, GAAP, grant reporting, and nonprofit compliance is essential.

The CFAO must also be an effective leader through influence, able to build trust across colleagues, Board members, and funders and translate strategy into action. A genuine commitment to the Girl Scouts mission, equity, and inclusion is essential.

The Relationships

CFAO reports to: Chief Executive Officer

Works closely with: Other senior leaders

Directs a team of 3 direct reports: Controller, Director of Operations, Financial Operations Specialist

Stewards relationships with: Governance & Audit Committees, Investment Committee, Board Treasurer, external auditors, insurers, and vendors

The Salary

The position is full-time with a competitive benefits package, including medical, dental, and vision insurance, generous paid time off, and a retirement plan. Expected compensation starts at $200,000.
